No watershed <br /> designation has been assigned to the general <br /> area. <br /> The property is wooded. Land uses generally to <br /> the east and west are residential and wooded. <br /> The north side of the tract is bounded by <br /> Yarborough Road, and the south side runs along a <br /> low swamp area paralleling a creek. The Concept <br /> Plan shows the swampy area to be primarily on the <br /> neighboring Larry Little property. A 600-foot <br /> contour line running through lots 4, 5, and 7 <br /> indicates that there is a possibility of low <br /> lying wet area intrusion into the proposed <br /> subdivision. This could require the inclusion of <br /> a drainage easement and related buffers on the <br /> plat. Erosion Control Staff will inspect the <br /> area prior to submission of the Final Plat. <br /> There are 10 lots of 40,000+ square feet <br /> proposed, with 915 lineal feet of roads. To <br /> accommodate septic systems and repair needs, the <br /> number of lots has been reduced from 11 to 10. <br /> Roads are proposed to be public. <br /> The Planning Board reviewed the Concept Plan at <br /> its meeting January 25, 1993. The plan was <br /> approved with three conditions: <br /> 1. That access to all lots be limited to <br /> interior residential streets; <br /> 2. That appropriate drainage easements and <br /> buffer be provided for the "Low Swamp Area" <br /> on the tract as determined by staff; and <br /> 3. That payment-in-lieu of donating land for <br /> park and recreation purposes be made by the <br /> developer. <br /> Agency comments have been received from SCS, <br /> NCDOT, Erosion Control and Fire Marshall. <br /> Applicable comments have been incorporated into <br /> the Resolution of Approval. <br /> The Planning Staff recommends approval of the <br /> Preliminary plan for Oak Point subject to the <br /> conditions contained in the Resolution of <br /> Approval (a copy an attachment to these minutes <br /> on pages ) . <br /> Reid asked if the low lying area is in a 100-year <br /> floodplain.
