2 <br />trees, set backs from sewer lines, buildings, etc. it proved impossible to site enough additional <br />wells to serve the Jail. <br />The analysis conducted by RN&M also examined the feasibility of constructing a geo-thermal <br />system for the Jail on the open space to the south and/or north of the Historic Courthouse, but <br />again, trees and required setbacks eliminated this option from consideration. <br />The system with the best life cycle cost of the other three examined was determined to be a <br />four-pipe hydronic system to include a new boiler and chiller. A copy of the "Orange County Jail <br />HVAC System Upgrade -Life Cycle Cost Analysis" has been included as Attachment `A' <br />2) Chiller Replacement <br />Due to its age and increasing unreliability, it is recommended that the existing chiller be <br />replaced as soon as possible. With that in mind, Public Works requested that RN&M develop <br />specifications for a recommended replacement chiller that would be compatible with the overall <br />HVAC system replacement. Public Works and Purchasing then requested bids from four <br />qualified HVAC contractors for the removal of the existing chiller and replacement with the <br />model recommended by RN&M. <br />Bids were received from four HVAC contractors, with Southern Piping, Inc. of Raleigh the low <br />bidder at a cost of $45,929 for supply and installation of a Carrier 45 ton chiller. RN&M have provided a proposal <br />for performance of the HVAC system design work at a cost of $54,000. <br />The affected sections of the Jail for the HVAC system replacement were constructed in <br />approximately 1982. As such, building code and/or accessibility deficiencies may be identified <br />during replacement of the HVAC system. RN&M have provided a proposal to perform a "North <br />Carolina Building Code Chapter 34 Existing Building Code Review" to identify deficiencies that <br />will be required to be remedied in order to proceed with the installation of a new HVAC system <br />for the Jail. The cost for this review is $8,000. <br />FINANCIAL IMPACT: Adequate funds for this work are available in the HVAC Replacement <br />capital account. Table 2 summarizes available funding in the HVAC capital account, as well as <br />known and estimated costs for each project element. <br />
