The recommended change is based on the <br /> provisions of G.S . 160A-400 . 14 . <br /> 2 . Rules of Procedure <br /> a. Amend Section 3 . 4 concerning a quorum. The Rules of <br /> Procedure indicate that a quorum is five members . Section <br /> 1.4 of the Ordinance- indicates that a quorum is four <br /> members .
