However , <br /> the conditions under which these growth management techniques <br /> were established are not static ; they may and probably will <br /> change in the year following adoption of the Comprehensive <br /> Plan. Consequently , the boundaries of these areas should be <br /> reviewed on a regular basis to determine if changing <br /> conditions necessitate boundary revisions .
