The HPG area <br /> is shown on the Future Land Use Map . <br /> The City ' s general policy regarding development in the HPG <br /> area is to encourage appropriate development by sharing the <br /> cost of installing water distribution mains and sewer <br /> outfalls . Developers will be required to incur the costs <br /> associated with utility lines necessary to serve their <br /> developments . The City will incur the costs associated with <br /> oversizing those lines in order to adequately serve future <br /> needs . In this manner , the City can stimulate development in <br /> appropriate locations by utilizing its capability to fund and <br /> construct capital improvements . <br /> Because the Plan is general in nature , the Comprehensive Plan <br /> does not detail the specific requirements of cost sharing <br /> arrangements with the City for improvements undertaken in <br /> high priority growth areas . The City administration will <br /> develop and maintain a manual for public distribution that <br /> will give guidance to citizens and developers regarding the <br /> details of cost sharing improvements . This manual , to be <br /> periodically reviewed by the City Council , will outline <br /> specific responsibilities of the developer and the City in <br /> cost sharing infrastructure improvements . <br /> 3. Low Priority Growth Areas <br /> The Low Priority Growth ( LPG) areas fall outside the high <br /> priority growth areas but inside the urban growth area <br /> boundary. While the LPG areas are anticipated to eventually <br /> receive urban services and be annexed into the City , these <br /> areas should be developed at a later date. The LPG areas are <br /> not appropriate for immediate development because of several <br /> reasons : necessary transportation thoroughfares are not in <br /> place , water service is not yet available pending <br /> distribution system improvements , wastewater treatment <br /> capacity does not exist , and/or utility lines are not in <br /> rn <br />
