156 Excerpt from Durham 2005 <br /> Comprehensive Plan <br /> 1 . Urban Growth Area <br /> The City ' s Urban Growth Area ( UGA) is defined as the land <br /> within the City limits plus those portions of Durham and <br /> Orange Counties which can be expected to develop an urban <br /> character over the next 20 to 30 years . The UGA is <br /> delineated on the Future Land Use map on the Comprehensive <br /> Plan . The boundaries represent a combination of expectations <br /> of the location and quantity of private development activity , <br /> and the City ' s stated preference regarding where future <br /> development should occur. The UGA reflects a long- term <br /> strategy for future City annexations of adjacent developed <br /> areas . <br /> The policy relating the UGA and development is clear and <br /> simple : extension of sewer and water service to property <br /> outside of the UGA is prohibited. Further , property <br /> P y <br /> development outside of the UGA more intense than rural <br /> density is discouraged , except for development integral to <br /> the urban fabric of adjacent communities , such as Chapel <br /> Hill . The intent of this urban growth policy is to insure <br /> that , when growth occurs , that growth is directed to sites <br /> sufficiently close to existing service facilities to allow <br /> cost efficient service extension to those areas . It reflects <br /> the City ' s desire to limit sprawl and leapfrog development , <br /> thereby effectively managing its future growth . <br /> 2. High Priority Growth Area <br /> High Priority Growth ( HPG) areas are defined as those <br /> portions of the UGA where sufficient facilities and service <br /> capacity exists to support urban development . In essence , <br /> this area is where the City would like to see development <br /> occur because wastewater treatment systems can handle <br /> associated wastewater and the network of streets and <br /> thoroughfares can handle associated traffic . .
