"Because of changed or changing conditions in a <br /> particular area of the County. " <br /> The applicant cites the recent introduction of water and <br /> sewer service from the City of Durham (at applicant's <br /> request) into the area as a significant changed <br /> condition. The applicant also states that this service is <br /> consistent with goals designed to improve housing in the <br /> mobile home park, and is also consistent with the <br /> provision of affordable housing. <br /> b. "To correct an error or omission in the Comprehensive <br /> Plan. " <br /> No error or omission is cited by the applicants. <br /> c. "In response to a change in policies, objectives, <br /> principles or standards governing the physical <br /> development of the County. " <br /> No such changes are cited by the applicants. <br /> Qualification of Amendment as Principal or Secondary <br /> Article 2 .2 . 14 .2 differentiates between "principal" and "secondary" <br /> amendments to the Plan. This amendment qualifies as a secondary <br /> amendment under Section 2.2. 14 .2 (b) , as: <br /> "b. The expansion of a designated plan area where the <br /> additional area is contiguous to the existing plan <br /> designation and does not increase its land area by more <br /> than 100 acres.
