Berini <br /> Analysis of Proposed Comprehensive Plan Amendment <br /> On December 3, 1992, a petition for amendment to the Land Use <br /> Element of the Comprehensive Plan was submitted by Louis and Joe F. <br /> Berini. On the following pages, the proposed amendment is <br /> evaluated, in accordance with Articles 2 and 20 of the Orange <br /> County Zoning Ordinance. <br /> A. GENERAL DESCRIPTION <br /> The site in question is located in Eno Township, 1/4-mile west of <br /> the Durham County line. The site is adjacent to the northern right- <br /> of-way of Interstate 85, and is accessible only via Howe Street, <br /> which is a local street in Durham City/County. The property is <br /> further referenced as part of lot 54 of Eno Township Tax Map 25 . <br /> The site contains 11.9 acres, located on the north side of I-85 . <br /> There is 1700 feet of frontage along I-85, and 60 feet of frontage <br /> at the end of Howe Street at the property's access point. <br /> The current zoning of the site is R-1, a residential zoning <br /> district allowing one unit per 40,000 square feet, served by <br /> private wells and septic tanks. The current use of the property is <br /> the Caroline Mobile Home Park, with 44 mobile home spaces and 42 <br /> units presently in place. The mobile home park predates zoning in <br /> Eno Township. <br /> The current plan designation is Rural Residential, a category that <br /> is applied in rural areas where urban services are not available. <br /> The proposed designation is Twenty-Year Transition, a category <br /> applied to land in transition from rural to urban use - with access <br /> to urban services such as water and sewer service. <br /> C. APPLICATION REQUIREMENTS <br /> Application requirements for an amendment to the Comprehensive Plan <br /> are contained in Articles 2 and 20 of the Zoning Ordinance.
