T"arrative <br /> The Caroline Mobile Home Park, which is located on <br /> 11.9 parcel of land in Eno Township, was built in <br /> 19E5-1966. The total number of lots included in this <br /> mobile park is currently 44. <br /> Beginning in March, 1990, the Management of Caroline <br /> Mobile Home Park began to think seriously about improving <br /> the image and quality of life in our park. We began <br /> to think about investments in infrastructures (city <br /> water and sewer systems) for affordable housing in our <br /> park. <br /> Accordingly, on March 31, 1990.and on July 1, 1992. (Enclosed) <br /> the management of the Park issued two statements of <br /> policy to all residents of the mobile home park. The <br /> latter statement of policy was entitled: "Statement of <br /> Policy for the Caroline Mobile Home Park, Effective <br /> July 1, 1992" . The Management urged all residents to <br /> read the statement carefully because, in effect, it was <br /> a blue print to improve the quality of living in affordable <br /> housing for years to come. <br /> In this statement of policy issued in July, 1992, <br /> the management announced that the owners of the park <br /> had already achieved part of their goal in upgrading <br /> the park . In the fall of 1990, a two thousand foot' water <br /> line to tie in with the Durham City Water line on Howe <br /> Street was completed. <br /> The policy statement further informed all residents <br /> that plans were being made to construct a sewer line <br /> to link up with the Durham City sewer line on Howe Street, <br /> and the project would be completed by January 15, 1993. <br /> December 2, 1992 <br />
