J <br /> • <br /> Thoroughfare Plan <br /> A major: functional plan. and integral.,e1_ement,of,._thel.comprehensive.-.�.r <br /> "'"'';-RLan&Uee :Plnn'Mis a=5thoroughfare plan 7 A thoroughfare plan addresses <br /> the means and manner of transporting goods and people throughout the <br /> County and into and from adjacent counties . The major purpose of the <br /> thoroughfare plan. is to assess the capacity of the existing system in <br /> terms of future development requirements . A Thoroughfare Plan is <br /> premised on a road classification system which specifies the level of <br /> service provided by each road in the network. <br /> As the location and type of transportation system serving the County <br /> is inextricably tied to the pattern of land use, a Thoroughfare Plan <br /> • for the County should be completed in the immediate future . The <br /> County developed the Orange County Highway Classification System and <br /> Map which identifies major roads in the County that currently provide <br /> the greatest level of transportation service as major arterials and <br /> collectors . <br /> The Towns of Chapel Hill and Carrboro adopted a Thoroughfare Plan in <br /> 1968 and, along with the N. C. Highway Commission, are currently in ^ <br /> the process of revising and updating this plan to meet the present <br /> transportation needs of the Towns , UNC and the surrounding area . <br /> The Town of Hillsborough adopted a Thoroughfare Plan in 1967 . To <br /> date no update or revision of the Plan has been undertaken . Mebane <br /> cooperatively developed a Thoroughfare Plan in 1966 with the <br /> Community Planning Division of the N.C. Department of Conservation <br /> and the Planning and Research Department of the N. C. State Highway <br /> Commission . It was approved with minor changes in 1970 . A <br /> preliminary revision of the plan was completed in 1979 , but has not <br /> yet been approved. <br /> Economic Development Plan <br /> The physical land use planning activity cannot be separated from <br /> economic considerations . In determining the appropriate pattern of <br /> land use for the County an assumption is implicitly made regarding <br /> the type of growth favored and the response of the economy to such <br /> growth. Conscious efforts to broaden and diversify the economic base <br /> of the area and promote certain forms of economic development should <br /> complement physical planning considerations affecting land use <br /> patterns, particularly as they impact on the maximization of • <br /> opportunities for County residents for housing and work and the <br /> protection of the environment . An economic development plan and <br /> related policies would significantly contribute to reducing potential <br /> problems resulting from inappropriate economic development patterns . <br /> Orange County is currently involved in efforts directed at <br /> formulating such a plan and policies for the future development of <br /> the County. The Orange County Industrial Facilities and Pollution <br /> Control Authority, created by the Board of County Commissioners on <br /> October 23 , 1978 and formally organized on March 5, 1979 , is the body <br /> primarily responsible for these activities . <br /> 4 . 1-5 <br />
