34
"Economic Development Activity Node" is proposed, along
with the addition of appropriate location criteria.
A second proposal involves the actual application of
the category through changes to the Land Use Plan
(Map) , including Township Plans. Finally, changes to
the Land Use Element-Zoning District Matrix, and
applicable goals and policies are proposed to insure
consistency between the Land Use Element and the Zoning
Ordinance.
Associated with the changes to the Comprehensive Plan
are proposals which seek to apply a revised "Economic
Development District" zoning category to specific
"target areas" in the county. Associated with the
rezoning proposal is the establishment of performance
standards and streamlined approval procedures
applicable within those districts.
The proposals were initially presented at public
hearing on February 22, 1993. Among the concerns voiced
at that hearing were the following:
1. Reduce the number of permitted uses in the
Economic Development Districts;
2 . Provide a step-down or transition area between
more intensive development and low-density
residential neighborhoods;
3. Highway 10 in
the I-85/U.S. 70 district; and
5. Revise the design standards to change "should" to
"shall" , insuring that compliance with the
guidelines is a requirement and not an option.
Each of the above mentioned changes has been made.
RECOMMENDATION: Applications for amendments to the Comprehensive
Plan and/or Zoning Atlas by an individual or agency
are treated in the same manner; e.g. , the public
hearing is the time for the presentation of the Zoning
Officer's analysis and recommendation concerning the
requests. Such requests are also bound by the time
limits contained in Article 20.7 of the Zoning
Ordinance in terms of preparation of a Planning Board
recommendation.
Amendments initiated by the County, including
amendments to the Zoning Ordinance text, are not bound
by the same procedures.
