Creation of this Authority made it <br /> possible for manufacturing companies to be eligible for <br /> Industrial Revenue Bonds. <br /> In December 1982, the Orange County Economic Development <br /> Commission (EDC) was established and charged with carrying out an <br /> economic development program for all portions of the County <br /> and its constituent municipalities. The EDC's purpose is to <br /> increase economic development through clear, effective <br /> strategies and policies which stimulate balanced development <br /> at appropriate rates in suitable locations. <br /> One of the major accomplishments of the EDC has been the <br /> preparation of a Strategic Plan for Orange County's Economic <br /> Development. The Plan was adopted on March 8, 1989, including a <br /> goal to: <br /> . .insure the desired quality of life. . .by encouraging <br /> economic development through investment in human resources, <br /> the expansion of existing businesses, and the creation of <br /> diversified and environmentally safe businesses. . .to provide <br /> jobs for county residents and to increase the non-residential <br /> tax base. . .
