2 <br /> questioned the difference between a mobile home and a <br /> manufactured building. The attached memorandum from the <br /> Planning Staff was prepared to answer these concerns. <br /> The Planning Board discussed the proposed amendment on <br /> October 19, 1992 . In order to clearly distinguish between <br /> mobile homes and mobile structures, it was recommended <br /> that the term "mobile/manufactured structure" be replaced <br /> with "manufactured building" wherever it appears in the <br /> proposed amendment. The intent and effect of the <br /> provision is not changed. However, the term "manufactured <br /> building" is used in the N.C. Building Code. Consistency <br /> in terminology between the Building Code and Zoning <br /> Ordinance was found to adequately clarify the intent of <br /> the amendment. <br /> The proposed amendment was scheduled for action by the <br /> Board of Commissioners on November 2, 1992, but was <br /> tabled. Commissioner Gordon expressed concern that it may <br /> be difficult to distinguish manufactured buildings from <br /> habitable units, particularly if the manufacturer's seal, <br /> which has been removed. Planning Staff will have <br /> photographs of manufactured buildings for review at the <br /> Commissioners meeting. The Planning Staff finds that the <br /> visual differences between a manufactured building and a <br /> mobile home are great enough that the distinction could be <br /> made even in the absence of a manufacturer's seal. <br /> RECOMMENDATION: The Administration recommends approval of the proposed <br /> amendment as recommended by the Planning Board, including <br /> the replacement of "mobile/manufactured structure" with <br /> "manufactured building" wherever it appears in the <br /> proposed text. These changes have already been <br /> incorporated into the proposed amendment. <br />
