4 <br /> (4) Article 6. 29 - Development Standards for <br /> Economic Development Districts <br /> (5) Article 7.20 - PD-ED Planned <br /> Development-Economic Development <br /> District <br /> (6) Article 22 - Definitions (Economic <br /> Development Activity Node) <br /> The proposed amendments provide a revised <br /> intent statement and application criteria, a <br /> list of permitted uses, development <br /> standards, and approval processes. The basic <br /> rationale for the amendments is project <br /> proposals would obtain necessary approvals <br /> from the Planning Staff, provided compliance <br /> with all applicable development standards was <br /> assured. If a proposal failed to comply, <br /> approval could only be obtained through the <br /> Planned Development process (public hearing <br /> and Board of Commissioners approval) . <br /> b. Nursing Homes <br /> Amendments are proposed to Articles 4, 8, 10, <br /> and 22 to establish a new land use categoi-y, <br /> appropriate development standards, and a <br /> definition for nursing home facilities for <br /> more than 15 residents. <br /> c. Site Plan Approval/Zoning Compliance Permit <br /> Amendments are proposed to Articles 14 and 21 <br /> to add language that site plan approval and <br /> issuance of a zoning compliance permit does <br /> not establish a vested right to develop <br /> property later after zoning regulations have <br /> changed. <br /> d. Impervious Surface Standards <br /> Amendments are proposed to Articles 6 and 8 <br /> to permit impervious surface ratios in <br /> protected watersheds to be met by providing <br /> conservation easements on adjoining property <br /> or through the use of engineered stormwater <br /> controls (wet detention basins) . <br /> Approval of the notice will permit advertisement on <br /> May 7 and 14, 1993 as required the N.C. General <br /> Statutes. The amendments to the Comprehensive Plan <br /> and Zoning Atlas will require notification of <br /> individual property owners. The notices must be <br /> mailed on or before May 7, 1993 . <br />
