16 <br /> If, upon completion of the inventory and the notification of <br /> property owners, a property owner or property owners, the <br /> Commission or the Board of Commissioners wishes to recommend the <br /> designation of a historic district or districts, the Planning and <br /> Inopcctiono Dcpartmcnt Historic Preservation Commission shall make <br /> or cause to be made an investigation and report which includes the <br /> following: <br /> 6. Proposed design review principles and guidelines <br /> governing new construction and exterior changes to <br /> buildings, structures, and appurtenant features within <br /> the historic district. <br /> Article 3. An application for a Certificate of Appropriateness <br /> authorizing the demolition or destruction of a designated <br /> landmark or a building, structure or site within a historic <br /> district may not be denied except as provided in Subsection 3 <br /> below.
