2 <br /> PROCLAMATION <br /> Desianating May 18, 1993 as D.A.R.E. Day in Orange County <br /> WHEREAS D.A.R.E. (Drug Abuse Resistance Education) is a <br /> seventeen-week program that teaches young people why and how to <br /> resist pressure to experiment with cigarettes, alcohol, and other <br /> drugs; <br /> WHEREAS D.A.R.E. targets young people when they are most <br /> vulnerable to the tremendous peer pressure they encounter, and <br /> teaches the skills needed to make positive decisions and to resist <br /> engaging in negative behavior; <br /> WHEREAS D.A.R.E. is taught in school systems in all 50 states <br /> and several foreign countries; <br /> WHEREAS the D.A.R.E. program is taught in the classroom by <br /> uniformed, experienced law enforcement officers with direct <br /> experience in cases involving criminal activities and ruined lives <br /> caused by substance abuse; <br /> WHEREAS each D.A.R.E. officer completes special training <br /> including teaching techniques, development of self-esteem, and <br /> child development; <br /> WHEREAS, the D.A.R.E. curriculum, developed in 1983 by the Los <br /> Angeles Police Department and the Los Angeles Unified School <br /> District, and since then adopted by the North Carolina State <br /> Department of Public Instruction and the North Carolina Department <br /> of Justice helps students understand self image, and handle stress <br /> without using drugs and to learn decision-making skills by <br /> evaluating the consequences of the choices available to them; <br /> WHEREAS the D.A.R.E. Program, in existence in the Orange <br /> County School System for five years, has delivered the semester- <br /> long course to over 2,000 sixth graders and an abbreviated course <br /> to over 7,500 elementary school students with positive results, <br /> NOW, THEREFORE, BE IT PROCLAIMED by the Orange County Board of <br /> Commissioners that May 18, 1993 be designated as "D.A.R.E.
