FINDING OF NO SIGNIFICANT IMPACT It has been determined that such request for release of funds will not constitute an action significantly affecting the quality of the human environment and accordingly Orange County has decided not to prepare an Environmental Impact Statement under the National Environmental Policy Act of 1969 (PL 91-190). The reasons for such decision not to prepare such Statements are as follows: 1. The findings of the Environmental Review indicate that the adverse impacts to human and natural environment are not significant and can be minimized by appropriate safeguards. 2. The proposed HOME project will improve the community conditions and provide much needed additional homeownership opportunities. 3. No negative comments were received from the statutory and related agencies. An Environmental Review Record respecting the within project has been made by Orange County which documents the environmental review of the project and more fully sets forth the reasons why such Statement is not required. This Environmental Review Record is on file at the above address and is available for public examination and copying upon request at Room A-25 between the hours of 8:00 am and 5:00 pm. No further environmental review of such project is proposed to be conducted prior to the request for release of Federal funds. PUBLIC COMMENTS ON FINDINGS All interested agencies, groups and persons disagreeing with this decision are invited to submit written comments for consideration by Orange County to the Orange County Housing and Community Development Department, 300 West Tryon Street, P.O. Box 8181, Hillsborough, NC 27278. Such written comments should be received at the address specified on or before May 24, 1993. All such comments so received will be considered and Orange County will not request the release of Federal funds or take any administrative action on the within project prior to the date specified-in the preceding sentence. RELEASE OF FUNDS Orange County will undertake the project described above with HOME funds from the North Carolina Division of Community Assistance under Title II of the HOME Investment Partnership Act. Orange County is certifying to DCA that Moses Carey, Jr., in his official capacity as Chair of the Orange County Board of Commissioners consent to accept the jurisdiction of the Federal courts if an action is brought to enforce responsibilities in
