Fikes <br /> Environmental Review Record <br /> Request for Release of Funds <br /> Combined Notice TELEPHONE NUMBER- <br /> Hillsborough - 732-8181 <br /> Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: To authorize execution of the Environmental Review Record <br /> for the Abbotts Colony HOME Project and the Request for Release of Funds <br /> form and authorize the publication of a Combined Notice to the Public of <br /> No Significant Impact on the Environment and Request for Release of Funds. <br /> BACKGROUND: The Orange County HOME Consortium recently received an <br /> award of $803,600 in HOME Investment Partnerships Program funds to be used <br /> for acquisition, housing rehabilitation and new construction activities in <br /> Orange County. Of this amount, $50,000 is available for acquisition <br /> activities. This funding will assist in the development of four lots in <br /> the Abbotts Colony subdivision off Legion Road in Chapel Hill. These <br /> vacant lots in an existing housing subdivision will be developed by the <br /> Orange Community Housing Corporation. <br /> The N.C. Department of Commerce requires that an environmental <br /> review be conducted for each HOME activity prior to the expenditure of <br /> funds. This review is done to determine whether proposed activities will <br /> have a significant adverse impact on the community. <br /> County staff has conducted this assessment and determined that the <br /> proposed acquisition would have no significant environmental impact on the <br /> community. The findings of this assessment is recorded in the attached <br /> Environmental Review Record (ERR) . This document must be approved by the <br /> Board and executed by the Chief Elected Official before submission to the <br /> State. <br /> Additionally, the County is required to advertise at least once in a <br /> newspaper of general circulation a Notice to the Public of No Significant <br /> Impact on the Environment and Request for Release of Funds. The notice <br /> attached, in a format prescribed by Commerce will accomplish this task. <br /> Upon approval, this notice will be published on or about May 7, 1993 in <br /> the Durham Morning Herald. The public will have a 15 day comment period to <br /> review the ERR. <br /> RECOMMENDATION(S) : The Manager recommends: <br /> 1. Approve the ERR and the Request for Release of Funds and authorize the <br /> Chair to sign the document on behalf of the Board. <br /> 2. Authorize the publication of a Combined Notice to the Public of No <br /> Significant Impact on the Environment and Request for Release of Funds <br /> in the Durham Morning Herald on or about May 7, 1993. <br />
