1
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Agenda
Item No V L[L-e.
ACTION AGENDA ITEM ABSTRACT
Meeting Date: April 20, 1993
SUBJECT: Contracting for Town of Hillsborough Fire Inspections
DEPARTMENT Emergency Management PUBLIC HEARING YES NO X
ATTACHMENT(S) INFORMATION CONTACT
Hillsborough Resolution Nick Waters, ext 3030
TELEPHONE NUMBER
Hillsborough 732-8181
Chapel Hill 968-4501
Mebane 227-2031
Durham 688-7331
PURPOSE: To consider a request from the Town of Hillsborough for the
County to perform State-mandated fire inspections within the Town' s
jurisdiction.
BACKGROUND: The Hillsborough Board of Commissioners has adopted a
resolution requesting that County staff perform the periodic fire
inspections required within the Town' s corporate limits and
extraterritorial jurisdiction. These inspections are required of local
governments under Section 107 of the North Carolina State Fire
Prevention Code.
In October 1992, staff presented a report on implementation of and
options for financing the fire inspection program. A preliminary
estimate of staff time required for primary and re-inspections of
facilities in Hillsborugh' s jurisdiction during the first year of the
program was between 1700-1800 hours. During the first part of 1993,
the County Fire Marshal has begun inspections of a cross-section of
facilities in the County' s jurisdiction to get a better feel for the
effort involved in each kind of inspection. Full implementation of the
inspection program will be discussed in the context of the 1993-94
budget for the Emergency Management Services Department.
Should the Board of Commissioners agree to have County staff perform
fire 'inspections for the Town of Hillsborough, it is recommended that
this be arranged under a contract that requires the Town to reimburse
the County for the full cost of the inspection program undertaken on
behalf of the Town. The County would not be involved in establishing
or collecting fees for Hillsborough inspections. The decision about
how to fund the contract with the County would be left to the
discretion of the Hillsborough Board of Commissioners. If the Board
agrees in concept to undertaking fire inspections for the Town, County
staff and the County Attorney would work with Town staff and the Town
Attorney to prepare a contract for Board approval to take effect with
the new fiscal year.
RECOMMENDATION: The Manager recommends that the Board approve the
request from the Town of Hillsborough, with the details to be resolved
in a contract to be considered by the Board at a future meeting.
