These inspections are required of local <br /> governments under Section 107 of the North Carolina State Fire <br /> Prevention Code. <br /> In October 1992, staff presented a report on implementation of and <br /> options for financing the fire inspection program. A preliminary <br /> estimate of staff time required for primary and re-inspections of <br /> facilities in Hillsborugh' s jurisdiction during the first year of the <br /> program was between 1700-1800 hours. During the first part of 1993, <br /> the County Fire Marshal has begun inspections of a cross-section of <br /> facilities in the County' s jurisdiction to get a better feel for the <br /> effort involved in each kind of inspection. Full implementation of the <br /> inspection program will be discussed in the context of the 1993-94 <br /> budget for the Emergency Management Services Department. <br /> Should the Board of Commissioners agree to have County staff perform <br /> fire 'inspections for the Town of Hillsborough, it is recommended that <br /> this be arranged under a contract that requires the Town to reimburse <br /> the County for the full cost of the inspection program undertaken on <br /> behalf of the Town. The County would not be involved in establishing <br /> or collecting fees for Hillsborough inspections. The decision about <br /> how to fund the contract with the County would be left to the <br /> discretion of the Hillsborough Board of Commissioners. If the Board <br /> agrees in concept to undertaking fire inspections for the Town, County <br /> staff and the County Attorney would work with Town staff and the Town <br /> Attorney to prepare a contract for Board approval to take effect with <br /> the new fiscal year. <br /> RECOMMENDATION: The Manager recommends that the Board approve the <br /> request from the Town of Hillsborough, with the details to be resolved <br /> in a contract to be considered by the Board at a future meeting. <br />
