As of November 1, 1992, the Orange County work <br /> force consisted of 513 permanent employees. Of <br /> these, 312 (60.8 percent) were women and 143 (27 .9 <br /> percent) were minorities. <br /> C. Recruitment Area Availability Analysis <br /> To conduct the analysis of the availability of <br /> minorities and women in the labor force, the County <br /> first identified the appropriate recruitment area <br /> to use in this analysis. The recruitment area used <br /> is the four-county area made up of Orange, Durham, <br /> Alamance and Wake Counties . <br /> Based on 1991 applicant flow information, this <br /> recruitment area accounts for 82 .2 percent of <br /> applicants for Orange County employment. As of <br /> December 1991, approximately 94 percent of Orange <br /> County employees lived in this four-County area. <br /> Based on the 1990 U. S . Census data, the labor <br /> force for this four county recruitment area totaled <br /> 460, 846 . Of this total, 222,535 (48.3 percent) were <br /> women and 114,324 (24. 8 percent) were minorities . <br /> Appendix C shows the recruitment area labor force <br /> data by EEO category. <br /> D. Findings <br /> 1 . Overall <br /> Chart 1 compares the Orange County work force <br /> to the recruitment area labor force by race and <br /> sex as of November 1, 1992 . This indicates : <br /> -Orange County' s total utilization of <br /> minorities in the work force (27 .9 percent) <br /> exceeds the availability of minorities in the <br /> recruitment area labor force (24.8 percent) . <br /> -Orange County' s total utilization of women in <br /> the work force (60. 8 percent) exceeds the <br /> availability of women in the recruitment area <br /> labor force (48.3 percent) . <br /> 2 .
