VIII. Analysis of the Orange County Work Force and the <br /> Utilization of Minorities and Women <br /> A. General <br /> In setting goals and timetables as part of an <br /> Affirmative Action Plan, information is compiled to <br /> determine the status of minorities and women within <br /> the Orange County local government work force. <br /> This information then is compared to the <br /> availability of women and minorities within the <br /> recruitment area labor force. This process is <br /> called a "utilization analysis. " <br /> Orange County completes a utilization analysis <br /> annually to identify areas within the work force <br /> where minorities and women are underutilized in <br /> relation to their availability in the recruitment <br /> area labor force. In those instances where <br /> minorities and females are underutilized, annual <br /> affirmative action placement goals are established. <br /> The utilization analysis in this plan consists of <br /> three elements: <br /> -A work force analysis of the County' s permanent <br /> employees as of November 1, 1992, <br /> -An availability analysis for the recruitment area <br /> labor force based on the 1990 U.S. Census data <br /> -Findings; that is, identification of areas of <br /> underutilization of minorities and women in the <br /> Orange County work force in relation to the <br /> recruitment area labor force. <br /> B. Orange County Work Force Analysis <br /> The work force analysis reviews the County' s <br /> permanent employment both overall and by the eight <br /> federal Equal Employment Opportunity (EEO) <br /> occupational categories . These categories are <br /> Officials and Administrators; Professionals; <br /> Technicians; Protective Service Workers; <br /> Paraprofessionals; Office and Clerical; Skilled <br /> Craft Workers; and Service and Maintenance. <br /> Appendix A shows the eight EEO categories and the <br /> Orange County classes included in each category. <br /> Appendix B shows the Orange County work force data <br /> by EEO category. <br /> -19- <br />
