VI. Internal Monitoring and Reporting System <br /> A. General <br /> Orange County gathers and maintains statistics in <br /> regard to employment of minorities and women. The <br /> monitoring systems are designed to measure the <br /> effectiveness of personnel programs, indicate areas <br /> where remedial action may be necessary and to <br /> determine the degree to which goals have been met. <br /> H. Personnel Activities <br /> Specific formal monitoring and reporting activities of <br /> the Personnel Department include: <br /> 1 . Maintaining applicant flow data on an automated <br /> applicant tracking system and evaluating this on a <br /> semi-annual and annual basis . <br /> 2 . Maintaining data on personnel transactions <br /> including hires , promotions, transfers, demotions <br /> and terminations on a continuous basis and <br /> reviewing this data semi-annually and annually. <br /> 3 . Maintaining data on training program participants <br /> and evaluating this on a semi-annual and annual <br /> basis . <br /> 4 . Analyzing affirmative action progress in relation <br /> to goals on a semi-annual basis and reporting to <br /> affected departments as to progress on specific <br /> affirmative action goals. <br /> 5 . Compiling of data, analyzing and reporting annually <br /> to the County Manager and Department Heads covering <br /> all aspects of affirmative action progress. <br /> 6. Updating the Affirmative Action Plan on a biennial <br /> basis . <br /> 7 . Compiling the EEO-4 Report for the Equal <br /> Opportunity Commission, as scheduled by EEOC. <br /> -16- <br />
