covering equal opportunity, sexual harassment and the <br /> grievance procedure. <br /> The Personnel Department conducts in-house training <br /> programs which are offered to all County employees. <br /> All employees are encouraged to participate and most <br /> training programs are considered as hours worked. The <br /> supervisor is responsible for review and approval of <br /> the employee ' s training request. <br /> The training programs are reviewed periodically for <br /> possible modifications or expansions to better achieve <br /> the purpose of equal employment opportunity. <br /> G. Performance Appraisal <br /> Orange County maintains a performance evaluation <br /> program called Work Planning and Performance Review <br /> (WPPR) which applies to all permanent employees. This <br /> program provides for a: <br /> -Work Plan for each permanent employee, <br /> -Performance review at least annually and <br /> -Record of each work plan and performance review. <br /> Performance evaluation decisions are based on job- <br /> related criteria. <br /> H. Terminations <br /> Any decision to discharge an employee is made in <br /> accordance with the Orange County Disciplinary <br /> Procedure and is based on job-related performance or <br /> conduct. All involuntary termination decisions are <br /> based on job-related reasons and are in no way related <br /> to race, color, national origin, religion, creed, sex, <br /> sexual orientation, age, disability, political <br /> affiliation and Vietnam-Era or disabled veteran <br /> status. <br /> -15- <br />
