c. To apply for an opening, the employee must <br /> complete an official County application and <br /> submit it to the Personnel Department by the <br /> closing date. After the closing date, Personnel <br /> reviews all applications and refers to the <br /> hiring department all employee candidates <br /> meeting the minimum requirements for the class <br /> involved. <br /> d. Personnel provides counseling to employees on <br /> promotional opportunities and encourages <br /> minorities and women to participate in career <br /> progression and development activities. <br /> 3 . External Recruitment <br /> a. If internal recruitment does not yield a final <br /> candidate, Personnel initiates the external <br /> recruitment process at the hiring department ' s <br /> request. External recruitment continues for a <br /> minimum of 10 workdays. <br /> b. In the external recruitment process, Personnel <br /> communicates the availability of openings <br /> through: <br /> -Posting the opening on the Employment <br /> Opportunities Bulletin in the Personnel <br /> Department. <br /> -Listing the opening with the Employment <br /> Security Commission. <br /> -Advertising in newspapers, including those <br /> targeted toward the minority population, and <br /> other special advertising such as in trade <br /> periodicals. <br /> -Distributing the announcement to other <br /> appropriate recruitment sources including <br /> potential sources yielding qualified applicants <br /> who are minorities and women. Among other <br /> things, Personnel maintains a list of community <br /> contacts to whom opening announcements are <br /> mailed. <br /> -Listing the opening on the County' s job <br /> information telephone line. <br /> All opening announcements or advertisements <br /> include an equal opportunity employer statement. <br /> -11- <br />
