IV. Develop Local Ground-Water Resource Management Strategy Alternatives <br /> Section IV begins to address problems identified by the water resource investigations. The Water Resource <br /> Committee recommends that the BOCC create a steering committee comprised of a broad spectrum of <br /> County citizens. The purpose of the steering committee is to develop a priority list and strategies for the <br /> water resource issues to be addressed. The steering committee is also to be charged with developing a <br /> program to educate the public about the findings of the water resource investigation and the methods by <br /> which problems are to be mitigated. An important facet of the public education process is a feedback loop <br /> which allows citizens input into the initial development of water resource protection strategies and into the <br /> process of evaluating the success of those strategies as well. <br /> A. Create a strategic issue steering committee comprised of a diverse cross- section of Orange County <br /> citizens <br /> B. Identify proven and potential problem areas and issues <br /> C. Prioritize proven and potential problem areas and issues <br /> D. Develop methods/alternatives for dealing with problem <br /> areas and issues <br /> 1. Identify and analyze management strategies used elsewhere for similar problems <br /> 2. Develop new or modified management strategies <br /> 3. Identify cost, resource allocations, legal actions, and <br /> regulatory actions required to implement management strategies <br /> E. Develop public education and feedback processes as required to enhance and expedite ground-water <br /> protection initiatives <br /> V. Recommend Management Strategies to BOCC <br /> Section V involves recommending a water resource protection and management initiative to the BOCC. It <br /> is likely that this process will involve much public discussion and input from citizens and elected officials <br /> and staff from all jurisdictions in Orange County. <br /> VI. Implement Management Strategies and Feedback Loop to Monitor Success of <br /> Strategies, Modify Strategies as Required <br /> Section VI involves not only implementation of management strategies, but monitoring of the success of <br /> the strategies. The monitoring can be a complex process, because it may involve not only long-term <br /> monitoring of the water resource itself, but also the monitoring of the effectiveness of the interaction of <br /> County government and its policies with citizens and other local jurisdictions. The monitoring may in some <br /> instances indicate a need for modifying strategies which are imbedded in policies and regulations, and in <br /> other instances indicate an need to develop strategies to address other water resource issues that were not <br /> recognized in the initial process. <br />
