Georgann Eubanks: Hogan Lake Rezoning Summation 1 <br /> This proposal has created an unfortunately tone of debate for our <br /> community, marked on both sides by anger and hurt feelings. The <br /> bickering was regrettable-- but it must now be put behind us. <br /> Tonight you must not decide based on personalities and feelings. The <br /> Zoning Ordinance requires that the one, central issue before you now <br /> be the advancement of the public health, safety and welfare. To <br /> assure this focus, the ordinance declares two issues off-limits: <br /> promises regarding specific uses for the land, and advantages or <br /> disadvantages to the applicants as distinguished from the general <br /> public. <br /> We know and you know that the applicant has various possible plans <br /> for the property. They have promised a cluster subdivision-- Lake <br /> Hogan Farms-- with a golf course and a commercial center, at a <br /> density much lower than could be built under R-20. We are interested <br /> in a full, detailed and open discussion of each element of this concept, <br /> but this is not the time for that discussion. Had the planning staff <br /> encouraged the submission of this proposal as a PUD zone <br /> specifically tailored to the applicant's plans, the details of the <br /> proposed development could be debated now, and we might all be <br /> more comfortable with the terms of the discussion. <br /> But with the request that was submitted, the single question before <br /> you is whether public good would be advanced by doubling the <br /> zoning density on this 254-acre core of the Rural Transition Area, <br /> including all the uses that would be permitted under R-20.
