April 6, 1993 <br /> My Dear Mayor Kinnaird , and Alderpeople Gist , Caldwell , <br /> Gurganus, Marshall , Shetley and Bryan: <br /> My name is Jef , and I live at 300 Stony Hill Rd. on the <br /> outskirts of the city of Carrboro in Orange County. I am one <br /> of those fortunate to be selected to serve on the city of <br /> Carrboro ' s Small Area Planning Workgroup for the area to the <br /> north of the boundaries of your city. <br /> As a member of this committee, I was unable to attend the first <br /> meeting , but upon returning home from a business trip , I spoke <br /> with several members of the workgroup and I picked up my <br /> official looseleaf notebook from the planning staff of the city <br /> of Carrboro. Imagine my surprise to discover one day later <br /> that a public hearing is scheduled to review a rezoning request <br /> for the proposed Lake Hogan Farms subdivision. Surprise <br /> because this proposed rezoning was not brought up at the <br /> meeting of the workgroup , and not mentioned to me by anyone on <br /> the planning staff of the city of Carrboro ! (Funny , it was <br /> mentioned to me by a member of your town 's staff that it was <br /> never meant to be on the agenda of any of the meetings of the <br /> SAPWG. ) Please correct me if I am wrong , but this 304 acres <br /> lies in the heart of the area for which my workgroup is <br /> supposedly planning. <br /> I am not dead-set against this proposed rezoning. I am, <br /> however , advocating for you to deny the rezoning AT THIS TIME: <br /> until the Small Area Planning Workgroup can review and discuss <br /> how the rezoning of this much property in the heart of the T-1 <br /> area affects the PLAN for the entire area. <br /> To be honest , this proposed rezoning could appear to be in case <br /> of what might be called "contract rezoning. " In many of the <br /> letters supporting the rezoning request , the authors refer to <br /> the site plan , density, and timetable for building the <br /> subdivision. My understanding of the laws of the state of <br /> North Carolina is that such practices as rezoning parcels of <br /> land to fit the need of specific developments or subdivisions <br /> is forbidden. <br /> I believe that your action on this one matter is important <br /> because it will signal to those living in your "Transition <br /> Areas" just how you are going to deal with the future growth of <br /> your city: by planning , or by reacting. So, in the interest <br /> of PLANNING, please, deny the rezoning at this time, and let <br /> the Small Area Planning Workgroup fulfill its charge: TO PLAN ! <br /> Sincerely, <br /> � � <br /> / / �- ` B°�/ <br /> Jef . el( <br /> � / / w ~ .it <br /> P. 8„1/ I plan to attend the April 13th meeting of the Small Area <br /> Planning Workgroup , and I would appreciate it if what I have to <br /> say may be put on the agenda of that workgroup.
