April 6, 1993 My Dear Mayor Kinnaird , and Alderpeople Gist , Caldwell , Gurganus, Marshall , Shetley and Bryan: My name is Jef , and I live at 300 Stony Hill Rd. on the outskirts of the city of Carrboro in Orange County. I am one of those fortunate to be selected to serve on the city of Carrboro ' s Small Area Planning Workgroup for the area to the north of the boundaries of your city. As a member of this committee, I was unable to attend the first meeting , but upon returning home from a business trip , I spoke with several members of the workgroup and I picked up my official looseleaf notebook from the planning staff of the city of Carrboro. Imagine my surprise to discover one day later that a public hearing is scheduled to review a rezoning request for the proposed Lake Hogan Farms subdivision. Surprise because this proposed rezoning was not brought up at the meeting of the workgroup , and not mentioned to me by anyone on the planning staff of the city of Carrboro ! (Funny , it was mentioned to me by a member of your town 's staff that it was never meant to be on the agenda of any of the meetings of the SAPWG. ) Please correct me if I am wrong , but this 304 acres lies in the heart of the area for which my workgroup is supposedly planning. I am not dead-set against this proposed rezoning. I am, however , advocating for you to deny the rezoning AT THIS TIME: until the Small Area Planning Workgroup can review and discuss how the rezoning of this much property in the heart of the T-1 area affects the PLAN for the entire area. To be honest , this proposed rezoning could appear to be in case of what might be called "contract rezoning. " In many of the letters supporting the rezoning request , the authors refer to the site plan , density, and timetable for building the subdivision. My understanding of the laws of the state of North Carolina is that such practices as rezoning parcels of land to fit the need of specific developments or subdivisions is forbidden. I believe that your action on this one matter is important because it will signal to those living in your "Transition Areas" just how you are going to deal with the future growth of your city: by planning , or by reacting. So, in the interest of PLANNING, please, deny the rezoning at this time, and let the Small Area Planning Workgroup fulfill its charge: TO PLAN ! I am unable, however , to attend the April 15th public hearing on this rezoning, and request that this letter be included in the minutes of that meeting.
