moving to Chapel . Lets not destroy the very reason that people
have moved here, our superior school system.
The recent bond referendum that we voted in last fall was for a
high school and a middle school . It seems that we are already in
need of another referendum for ar least one new elementary school .
It was controversial then; there were bumper stickers that read
"vote NO for kids" . How will the taxpayers feel about voting again
for increased taxes? The need for new schools right now is obvious
to anyone who looks at the capacities and the enrollment of the
Chapel Hill Carrboro schools . A potential 600 new houses with
young children would only exacerbate an unresolved problem.
The small area planning group was formed to create a long range
comprehensive plan for this area . It would be premature and
unreasonable to change the zoning on such a large tract of land,
the very keystone of the transitional area.
I trust you will evaluate the impact on the community as a whole as
you make your decision to rezone or not . The Hogan family has been
generous and kind to the community, but just because the developers
they are dealing with have convinced them that they must rezone to
make the profit they desire, you do not have to give them what they
want . Lets not forget that the burden is on the developers , not
the community, to prove why the area needs to be rezoned.
In 1988 the Board of Commissioners voted NOT to downzone this same
area . What has changed since that time, other than the Bolin Creek
Interceptor extension, to make you change your decision now?
As a parent with 3 young children in an already overcrowded school
and as a citizen of an essentially rural area, I appeal to you not
to vote to rezone the Lake Hogan Farm.
Sincerely,
Carolyn J .
