Orange County Commissioners
Town of Carrboro Board of Aldermen
County Clerk
Hillsboro, NC 27278
4/8/93
Dear Commissioners and Aldermen,
I am writing to express my opposition to the proposed rezoning of
Lake Hogan Farm. I understand that development of that land is
inevitable . I do not oppose the development , I oppose the proposed
100 percent increase in density . I request that the Redfoot plan
not be discussed at the public hearing, since this is a rezoning
hearing only.
I oppose the rezoning for the impact that the potential number of
houses and people will have on our community, most especially on
the school system. There is no current infrastructure to support the
population explosion in our area .
Seawell Elementary School has the capacity to house 500
children. (That includes the new building, which was completed this
school year. ) There are 613 students at Seawell to date. The
school is 113 students over capacity .
If you haven' t driven down Homestead Road recently, you should take
a drive. Wexford Subdivision is under construction , with 95
houses planned. Those children will go to Seawell . Cameron Court
is under construction. There will be 24 homes there. it is less
than a half mile from Seawell , and if they do not go to Seawell ,
they will be bussed to a different district . There are 24 new low
income houses on Airport Road. Those children will go to Seawell .
Ironwoods is building 50 new houses , and all those children will go
to Seawell Elementary School . That is a total of 213 houses , and
Seawell is already over capacity by 113 !
If Lake Hogan Farm is to be upzoned from one house per acre to 2 . 1
per acre, that is a potential of more than 600 new houses , most
probably starter homes with young families and young children who
will feed into Seawell School . How can the school possibly
accommodate that number of children?
The Seawell PTA is obviously concerned by the rapid growth; they
allowed a group of concerned citizens to send home pamphlets with
the children which addressed these same issues .
Wake County Schools are in crisis now, after opening their arms to
the country. The students are housed in more than 300 trailers .
Those people are moving to Chapel Hill for the school system.
Because of the Durham School merger, residents from Durham are
