Recent statutory changes in deed recording cancellations, combined with increased activity in refinancing existing <br /> mortgages, has resulted in a need to increase the operating budget for the Register of Deeds. This budget amendment <br /> increases the Register of Deeds operating budget by $10,000. Unanticipated revenues from recording fees will off-set <br /> this increase in budgeted expenditures. (See block#3, page 2) <br /> 2. The Orange County Department of Social Services has received a reallocation of State Day Care funds. These additional funds <br /> total $185,784, and no County match is required for their receipt. (See block#1, page 2) <br /> 3. Emergency Food and Shelter funds, in the amount of$5,987, have been awarded to Orange County. These funds will be <br /> budgeted in the Miscellaneous function and will be administered by the Department of Social Services. No County match is <br /> required for the receipt of these funds. (See block#3, page 2). <br /> 4. Additional State Food and Lodging funds have been received by the Orange County Health Department. These funds, <br /> totalling $5,015, will be used for operating expenditures and for equipment to support the Environmental Health <br /> program in this department. (See block#4, page 2). <br /> 5. On March 23, the Board of County Commissioners approved the implementation of the Carolina ACCESS program in <br /> Orange County. Objectives of this managed care program include improving access to primary care services for <br /> Medicaid recipients, reducing unnecessary or inappropriate use of medical services, and containing overall costs. <br /> Local administration of this program will be provided by Orange County's Department of Social Services. The total annual <br /> cost of personnel for this program is approximately $28,500. Of this total cost, $14,000 will be funded with federal funds, <br /> $12,000 in state funds, and$2,500 in county funds. This amendment establishes the budget for this program for the <br /> remainder of fiscal year 1992-93 and authorizes 1.0 full time equivalent positons to support the program. (See block#5, page 2) <br /> RECOMMENDATION: <br /> The Manager recommends that the Board of Commissioners adopt the proposed budget ordinance amendments and authorize 1.0 <br /> full-time equivalent positions for the Carolina ACCESS program in the Department of Social Services. <br />
