Tryon St. <br /> Hillsborough, NC 27278 <br /> RE: Proposal for Phase I Environmental Site Assessment and Flood Plain Surveying <br /> Cam Associates Property <br /> Shepherd Lane <br /> Chapel Hill, Orange County, NC <br /> Dear Mrs. Holmes: <br /> Terraquest Environmental Consultants(Terraquest)is pleased to provide the following proposal for <br /> a Phase I Environmental Site Assessment(ESA)at the above referenced properties. The purpose of <br /> the assessment is to identify recognized environmental conditions (RECs) on the subject property <br /> and properties within a mile of the subject property. RECs are defined as the presence or likely <br /> presence of any hazardous substances or petroleum products. The guideline followed during the <br /> completion of the assessment is the American Society for Testing and Materials (ASTM)Standard <br /> Practice for Phase I Environmental Site Assessments-E1527-13 and the Phase I environmental site <br /> assessment requirements of the US Small Business Administration. <br /> During the completion of the Phase I ESA process the following scope of work will be conducted: <br /> 1. Terraquest will visit the site accompanied by the property owner and/or occupant if possible. <br /> The site visit allows the consultant performing the audit to identify possible RECs on the subject <br /> property as well as in any buildings or structures located on the subject property. While no <br /> sampling is done to confirm the presence or absence of RECs, Terraquest will note their <br /> possible presence. <br /> 2. Terraquest will review federal, state, and local environmental record sources. In addition, <br /> recent and historical insurance maps, aerial photographs, and other record sources of the <br /> subject property, such as property title information, will be examined (if available)to identify <br /> the existence of RECs associated will past activities conducted on the subject property. <br /> 3. Terraquest will interview the owner,occupant(if occupied),and a local government official(s). <br /> These interviews are conducted to answer questions raised during the site visit and to uncover <br /> other information about RECs unobservable or unattainable from public record. <br /> 4.
