2 <br /> compensation for damages that occur as a result of required testing. <br /> In response to concerns raised in summer 1992 about potential <br /> damage from the digging of test pits, Joyce Engineering has prepared an <br /> alternative, less intrusive site testing plan for the four sites that <br /> remain under active consideration. This plan was reviewed by the LOG <br /> at the March 1,1 meeting, found to be satisfactory, and forwarded to the <br /> three governing bodies for their consideration. <br /> If the Board of Commissioners finds the reports and the revised <br /> testing plan suitable, staff recommends that the Board consider <br /> adopting the attached resolution. It would authorize Orange County to <br /> exercise its statutory authority under GS 40A-11 and authorize the <br /> County Manager to sign the attached interlocal agreement allowing the <br /> Town of Chapel Hill to carry out this activity on behalf of all three <br /> jurisdictions. The Town of Chapel Hill adopted a resolution similar to <br /> the one proposed here, on May 11, 1992 . The Town of Carrboro Board of <br /> Aldermen has postponed consideration of a similar resolution pending <br /> action by the Board of Commissioners. <br /> RECOIO(ENDATION(S) : The Manager recommends that the Board discuss <br /> the potential landfill site reports and testing plan, and consider <br /> adopting the attached resolution. <br />
