The results of this testing would permit development of <br /> preliminary engineering plans and cost estimates. These would allow <br /> the LSC to compare alternative sites along the lines of social <br /> implications, capital and operating costs, and environmental effects. <br /> The Board of Commissioners requested reports, through the Landfill <br /> Owners ' Group, that would outline perceived advantages/disadvantages of <br /> the potential landfill sites and an assessment of why or why not the <br /> Landfill Search Committee had voted to maintain each site under active <br /> consideration at this time. Staff prepared these reports, solicited <br /> comments on them from LSC members, and submitted them for review and <br /> approval to the LOG. At its March 11, 1993 meeting, the LOG received <br /> the reports, found them satisfactory, and forwarded them for <br /> consideration by each of the three governing bodies. <br /> The next step in the landfill search process involves gaining access <br /> to potential landfill sites to conduct physical testing of their <br /> suitabilities for that purpose. The County has authority under GS 40A- <br /> 11 to enter upon lands specified for the purpose of making surveys, <br /> borings, examinations and appraisals as may be necessary or expedient <br /> in selecting a site for a future landfill.
