NC Highway 57 Speedway Area Small Area Plan <br />16. Orange County and the property owners may jointly develop a schedule to complete the <br />items listed above. <br />(Go -Kart property) The following are examples of possible conditions, which may be <br />applicable to the Go -Kart property: <br />1. Development of a formal site plan be developed showing the current conditions of the <br />property, including: existing impervious surface calculations, location of stormwater <br />retention sites, the location of all structures and their distance from all property lines, the <br />location of the septic field and repair areas, the location of petroleum storage containers and <br />re- fueling areas, the location of all existing vegetation and buffer areas, all parking areas <br />including the internal traffic circulation pattern for the property, and all other required <br />information outlined within Article 14 Site Plan Approval Procedures of the Zoning <br />Ordinance, <br />2. Bring the property into compliance with Erosion Control and Zoning Ordinance <br />regulation, prior to any additional land disturbing activity on the property. <br />3. Installation of a landscaped buffer along NC Highway 57 frontage according to the <br />provisions of Article 12 of the Zoning Ordinance. <br />4. Establishment of a landscape and conservation buffer /easement along the perimeter of the <br />property. Where vegetation has already been disturbed, vegetation shall be re- established <br />according to the provisions of Article 12 of the Zoning Ordinance. <br />5. Provision of properly defined and delineated parking area, travel lanes, and emergency <br />vehicle access points /fire lanes. <br />6. Work with NCDOT, the State Highway Patrol, and County officials to address traffic <br />management issues, including posting of proper signage on the property to direct traffic to <br />ingress and egress locations. <br />7. Development of a proactive litter collection system. <br />8. Establishment time of day limits on all activities. <br />9. Establish a functional noise attenuation system for all racing vehicles. <br />10. Address impervious cover limits. <br />11. Limit storage of hazardous materials, except for go -kart fuel and lubricants. <br />12. Permit expansion of present property area beyond the present boundaries, but only to <br />enhance perimeter buffering, and not to expand racing operations. <br />13. If additional/accessory land uses are desired, the property owner shall cause a new site <br />plan to be created outlining the location and nature of the proposed new land use, <br />demonstrating compliance with approved conditions and the Zoning Ordinance. <br />14. Installation of perimeter fencing to secure the actively used portions of the property from <br />trespass. <br />15.
