NC Highway 57 Speedway Area Small Area Plan <br />1 M / E X121 11 ii 11,01 <br />Examples of Possible Conditions to Evaluate the Appropriateness of the On -site Activities <br />with the Anticipated Off -site Impacts. <br />(Orange County Speedway ) The following are examples of possible conditions, which may be <br />applicable to the Speedway property: <br />1. Development of a formal site plan showing the current conditions of the property, <br />including: existing impervious surface calculations, location of stormwater retention <br />sites, the location of all structures and their distance from all property lines, the location <br />of the septic field and repair areas, the location of petroleum storage containers and re- <br />fueling areas, the location of all existing vegetation and buffer areas, all parking areas <br />including the internal traffic circulation pattern for the property, and all other required <br />information outlined within Article 14 of the Zoning Ordinance. <br />2. Installation of a landscaped buffer along Bacon Road and NC Highway 57 frontage <br />according to the provisions of Article 12 of the Zoning Ordinance. <br />3. Establishment of a landscape and conservation buffer /easement along the northern, <br />southern, and western perimeter of the property. <br />4. Existing signage comply with Article 9 of the Zoning Ordinance. <br />5. Provision of properly defined and delineate parking areas, travel lanes, and emergency <br />vehicle access points /fire lanes. <br />6. Completion of a traffic intersection analysis for access points, into the facility to <br />determine need for access improvements. <br />7. Work with NCDOT, the State Highway Patrol, and County officials to address traffic <br />management issues, including posting of proper signage on the property directing traffic <br />to ingress and egress locations. <br />8. Development of a proactive litter collection system. <br />9. Installation of a noise attenuation system. <br />10. Establishment time of day limits on all activities. <br />11. Retrofit all external lighting fixtures to comply with Orange County lighting standards. <br />12. Address impervious cover limits. <br />13. Limit storage of hazardous materials, except for racing fuel and lubricants. <br />14. Permit expansion of present property area beyond the present boundaries, but only to <br />enhance perimeter buffering, and not to expand racing operations. <br />15. If additional/accessory land uses are desired, the property owner shall cause a new site <br />plan to be created outlining the location and nature of the proposed new land use, <br />demonstrating compliance with approved conditions and the Zoning Ordinance. <br />51 <br />
