NC Highway 57 Speedway Area Small Area Plan <br />in its proposed location will not endanger the public health and safety, will not injure the value of <br />adjacent private property, will be in harmony with the surrounding rural character, and will be in <br />conformity with the Comprehensive Plan. <br />Section 8.9.5 Alterations to an approved development plan. Changes to approved plans and <br />conditions of development will be treated the same as changes to the zoning map and will be <br />processed as an amendment as provided for in this Ordinance. <br />Minor changes in the detail of the approved development plan that will: <br />1. That will not alter the basic relationship of the proposed development to adjacent <br />property, <br />2. That will not alter the land uses approved, <br />3. That will not increase the density or intensity of development, <br />4. That will not decrease the off - street parking ratio or reduce the yards provided at the <br />boundary of the site A cumulative increase of more than five percent (5 %), one <br />thousand (1,000) square feet, whichever is greater, <br />5. Any change or deletion of a condition of approval, <br />6. Elimination or reduction of a dedication of right -of -way, greenway, or other public <br />component, or <br />7. A significant change in number, location, or configuration of access points to the <br />property, or significant changes to public road improvements. <br />The Zoning Officer may approve minor revisions without going through the amendment process. <br />The Zoning Officer may elect not allow any proposal as a minor change and will, in that event, <br />forward the detailed revised application for changes through the normal CU approval process. <br />Section 8.9.6 Issuance of a CU permit. If a petition for a CU is approved, the Board of County <br />Commissioners will issue a CU permit authorizing the development of the approved use. The <br />CU permit shall be come effective after being duly recorded with the Orange County Register of <br />Deeds. <br />Section 5.
