NC Highway 57 Speedway Area Small Area Plan <br />on property that has been identified as being potentially suitable for non - residential development. <br />Implementation of the REDA concept will require amendments to: <br />. 1. The Orange County Comprehensive Plan — Land Use Element, <br />2. The Land Use Element Map, <br />3. The Zoning Ordinance text, and <br />4. The Zoning Atlas. <br />D. CONDITIONAL USE REVIEW CRITERIA <br />The new zoning district would list potential uses of property for the area and establish <br />development criteria to allow the County to review the appropriateness of the proposed <br />development. Specifically, the new district would contain design criteria regulating new uses to <br />ensure that the goals and policies of the Small Area Plan are adhered to. Some examples of these <br />goals and policies are as follows: <br />1. No new non - residential use shall have a water usage greater than that a .of a four - bedroom <br />residence on a two acre parcel, <br />2. No new non - residential use shall generate more than one hundred (100) new traffic trips in a <br />single day, <br />3. Impervious surfaces shall be limited according to the existing provisions of the Zoning <br />Ordinance, <br />4. All uses shall be set back a minimum of forty (40) feet from all property lines, <br />5. There shall be a perimeter buffer around the property being utilized for a non - residential land <br />use, and <br />6. Other performance standards including, but not limited to: noise, hours of operation, lights, <br />odor, etc. <br />7. Specific conditions for the quarry, speedway, and go -kart facilities are listed in a previous <br />section. <br />8. A time frame for compliance shall include time limits for specific conditions. <br />E. REVIEW PROCEDURE <br />Approval of new non - residential development proposals shall adhere to the'following process: <br />1. A property owner shall make application to the County to develop a parcel of property for a <br />non - residential land use according to the provisions of the Zoning Ordinance and the REDA <br />district. This application would include a request to rezone a specific parcel of property to <br />REDA and include a site specific development plan outlining the proposed development of <br />the property, <br />2. The request shall be reviewed as a Conditional Use Application, in the following manner: <br />41 <br />
