NC Highway 57 Speedway Area Small Area Plan <br />make up and distribution of water resources contained within this proposed reservoir, however, <br />has not been resolved. <br />The owners have further proposed to use the future reservoir as a raw water source for the City <br />of Durham's water distribution system. The City of Durham Department of Water Management <br />is proceeding with engineering design studies on this matter. As a raw water source, the reservoir <br />may not be a good source of drinking water for the Study Area, but it could possibly be a source <br />of water for fire suppression systems. Infrastructure management is an important component to <br />allowing for additional development within the Study Area. <br />Goal Statement 9. No new development should be allowed that negatively impacts existing <br />infrastructure (i.e. groundwater, traffic generation, etc) unless an appropriate and viable solution <br />has been approved by the County to mitigate these conditions.. <br />Objective 9 -1. The BOCC shall not permit any public water distribution or sanitary <br />sewer collection system to be extended into the Study Area, unless such extension <br />conforms to the Water and Sewer Management, Planning, and Boundary Agreement <br />policy. <br />Policy. Unless the existence of a documented public health hazard presents itself, the <br />County shall not permit the extension, or development, of public water and sewer service <br />within the Study Area, as the presence of such services will diminish the rural character <br />of the community by encouraging more dense development within the area. <br />Objective 9 -2. Within eighteen (18) months of the adoption of the Small Area Plan, the <br />BOCC shall adopt new subdivision regulations and zoning ordinance standards, which <br />prescribe sustainable groundwater use standards and traffic generation intersection <br />analyses protocols. <br />Policy. The BOCC should review the viability of developing adequate facility standards <br />for the Study Area to establish limitations on: water usage, traffic generation, clearing <br />limits, etc. to ensure existing developments are not adversely affected by new <br />development proposals <br />Objective 9 -3. All driveways and intersections shall be evaluated and possibly be re- <br />configured to provide for a more orderly flow of traffic along the NC Highway 57 <br />corridor as rezonings and development proposals arise. <br />Policy. The County should work with the NCDOT and local property owners to develop <br />a coordinated access management plan for NC 57 corridor to mitigate identified traffic <br />issues and to improve traffic flow. <br />Objective 9 -4. Within eighteen (18) months of the adoption of the Small Area Plan, the <br />BOCC shall adopt amendments to the Subdivision Regulations and Zoning Ordinance <br />addressing parking lot design, circulation and access. <br />35 <br />
