All non - residential development within the Study Area shall balance the <br />attractiveness of a specific development project with the need to preserve the rural <br />character of the area. <br />Policy. The existing non - residential land uses shall not be allowed to expand or intensify <br />existing activities without explicit public review and approval. <br />Policy. Allowance should be made for customary accessory uses and activities that do <br />not exacerbate identified off -site impacts and that are reviewed and approved through a <br />pre - determined BOCC - authorized process. <br />Standards. These improvements shall be done within a pre - determined time <br />period and be designed to bring the property into compliance with existing <br />County stormwater regulations and other land development standards. <br />Objective 8 -2. All non - residential development proposals shall evaluate the <br />appropriateness of the on -site activities with the anticipated impact on existing, and <br />future, residential land uses within the area. <br />Policy. A traffic intersection analysis for access points along Bacon Road and NC <br />Highway 57, <br />7. Other access issues, <br />8. A proactive litter collection system, <br />9. Noise attenuation during racing events, <br />10. Limits on racing activities, <br />11. Outdoor lighting, <br />12. Impervious cover, and <br />13. Hazardous materials storage. <br />Policy.
