NC Highway 57 Speedway Area Small Area Plan <br />Objective 3 -3. All NCDENR mining and air quality permits, which are located partially <br />or wholly within Orange County, shall receive a finding of zoning compliance before <br />they are issued. <br />Objective 3 -4. All new development or rezoning approvals shall limit groundwater <br />withdraws to that of a single family, four - bedroom residence (480 gallons per day) on <br />two acres of land. <br />Policy. BOCC should only consider uses that do not require high volumes of <br />groundwater when considering potential Zoning Atlas amendments to allow non- <br />residential developments within the Study Area. High groundwater demand is defined as <br />more water consumption, than that of a four - bedroom residence (480 gallons per day) on <br />two acres of land. <br />Further, stormwater runoff is a potential problem for existing and new developments within the <br />area. While existing non - residential developments are located on parcels of sufficient size to <br />address runoff issues, greater focus needs to be given to the potential impacts on neighboring <br />residential properties. <br />Goal 4. Stormwater runoff shall be maintained on site in conformity with existing standards and <br />policies regardless of the project age or approval date. <br />Objective 4 -1. All new development or rezoning approvals shall be compliant with <br />impervious cover standards and storm water and erosion control regulations. <br />Policy. The BOCC shall work with the owners of existing non - residential developments <br />to require improvements to the property addressing stormwater issues. <br />Implementation. Neuse Basin soil erosion control rules shall apply. <br />Air quality is a potential problem for existing and new developments within the area. Local <br />residents and Task Force members have expressed concern over noxious fumes and dust being <br />generated by existing, or future, non - residential uses. Most participants expressed significant <br />concern over the possibility of an asphalt plant being re- established on the quarry property. <br />While there are no local regulations addressing this issue, Task Force members have concluded <br />that the preservation of air quality is essential to preserve the quality of life within the area. <br />Goal 5. Air quality issues shall be an intricate part of any future permit reviewed. <br />Objective 5 -1. The BOCC shall require all non- residential development projects and <br />major residential subdivisions within the Study Area to complete air quality permits, <br />when such permits meet NCDENR criteria. <br />Policy. The County shall review the need to develop local regulations governing air <br />quality and requiring local air quality permits. <br />
