NC Highway 57 Speedway Area Small Area Plan <br />rW,ECTION IV. MAJOR ISSUES AND TASK FORCE <br />RECOMMENDATIONS <br />The overall purpose of the Small Area Plan is to review the existing land use patterns and <br />development regulations currently enforced within the Study Area and devise a set of proactive <br />standards to regulate future land use development along the NC Highway 57 corridor. <br />The recommendations contained within this section reflect a balance between the need to <br />encourage reasonable development and the availability of infrastructure, including adequate <br />roads, to support additional growth. <br />Specifically, the recommendations within this Section address the following issues: <br />A. LAND USE <br />The Policy statements outlined within this portion of the report recommend uses of <br />undeveloped property based on numerous factors including, but not limited to, <br />surrounding land uses, presence of existing natural hazards such as floodways, the <br />potential impact land use will have on local roadways, the environmentally sensitive <br />nature of the area, and concerns over water usage. <br />B. LAND USE PLAN AMENDMENTS <br />Recommendations have been made regarding the possible amendment of current <br />Land Use Element goal statements and policies affecting development within the <br />Study Area in order to promote present and future land use patterns identified within <br />this Plan. These goals and policy initiatives are intended to become part of the final <br />Comprehensive .Plan update that will be reviewed and approved by the BOCC <br />sometime in 2008. <br />• County Planning staff and the Planning Board will review all proposed amendments <br />to the existing Orange County Comprehensive Plan and will make a formal <br />recommendation to the BOCC on their adoption. The BOCC will make the final <br />decision on the appropriateness of the amendment(s) after holding an advertised <br />public hearing to solicit public comment on the proposal(s). <br />C. LAND USE PLAN MAP AMENDMENTS <br />• Recommendations have been made regarding the possible amendment of the current <br />Land Use Element Map to outline a new area intended to foster economic <br />development within the rural portions of the County. <br />23 <br />
