NC Highway 57 Speedway Area Small Area Plan <br />Quarry — Asphalt Plant <br />NCDENR issued an initial Air Quality permit to the Nello Teer Company to develop an asphalt <br />plant on the quarry property in the April 1991. The permit noted the plant as being in Durham <br />County where the quarry administrative center is located, rather than the actual physical Orange <br />County location. A few years after NCDENR issued its original permit the asphalt plant, located <br />on leased lands west of the quarry within Orange County's planning jurisdiction, burned down <br />and the plant operation ceased. Like the concrete plant to the north, its location is tied to the <br />stone quarry operation. <br />Concrete Plant <br />Like the stone quarry, the concrete plant on Mile Branch Road began operation before zoning <br />regulations were in effect for Little River Township. The plant is a legal non - conforming use <br />that would need rezoning to become conforming. <br />Orange County Speedway and Go -Kart Track <br />The outdoor raceway facilities dominate the west side of NC Highway 57 because of their large <br />lot size, volume of traffic generated before and after events, and in the case of the Speedway, the <br />sheer volume of noise emanating from the raceway. Litter generated on local roadways is also of <br />concern to local residents. The Speedway and the go -kart facilities are not currently listed as <br />either permitted or special uses in the AR zoning district. To make them conforming there <br />would have to be amendments to the existing Orange County Zoning Ordinance, such as a <br />zoning amendment allowing the uses within the AR zoning district or the creation of a new <br />zoning district. Along with these amendments there would have to be conditions of approval <br />established governing the operational characteristics of both land uses. Because the two raceway <br />activities were established before County zoning authority was established, the properties are <br />considered to be legal non - conforming uses of land. <br />C. INFRASTRUCTURE (WATER/SEWER SERVICE) <br />As previously indicated, there are no public sewer collection or water distribution systems <br />available within, or planned for, the Study Area. The Study Area is not part of a Primary Service <br />Area and water and sewer service is not anticipated, except in the advent of a documented <br />adverse public health condition, such as contaminated well water, un- repairable wells, or where <br />there is no alternate location on -site for a new well and no other service option is available. <br />During initial public input sessions, several local residents expressed concern over the <br />sustainability of their wells. Some residents stated that their wells were contaminated as the <br />result of blasting activities at the stone quarry. <br />The Orange County Environmental Health Division has offered to provide well testing services <br />to properties within 3,000 feet of the stone- quarry properties to evaluate well water problems. <br />Figure 3 maps the quarry impact area. There are 33 residences in the quarry impact area, many <br />of which are outside of this Small Area Plan Study Area. <br />16 <br />
