NC Highway 57 Speedway Area Small Area Plan <br />B. EXISTING LAND USE <br />Table 2 summarizes land use activities within the Study Area. The Hanson Aggregate stone <br />quarry (241.57 acres) and the concrete plant dominate the existing land uses east of NC Highway <br />57. West of the highway, the Speedway (118.59 acres) and the go -kart facility (80.52 acres) are <br />the dominant land uses. <br />Table 2. Teer Company, the former quarry operator, received its initial operating permit <br />from the State of North Carolina in 1987. Durham County, at the same time, reviewed the <br />development proposal and issued a Special Use Permit (SUP) allowing for the quarry operation <br />to be established. Within Durham County, the quarry area is within the Tittle River. Watershed <br />Plan as a protected corridor. As previously indicated, the Orange County portion of the stone <br />quarry was not zoned until 1994, when it was designated as Agricultural Residential (AR). <br />While the County conducted a public information meeting on the quarry development proposal <br />in 1987 regarding the mining permit, primarily in Durham County at that time, no permit was <br />issued. <br />With the establishment of County zoning authority in Little River Township in 1994, the stone <br />quarry became a legal non = conforming land use. Hanson Aggregates has operated a granite rock <br />quarry east of NC Highway 57 since 2002. The quarry operation is located within both Orange <br />and Durham counties, with the majority of the quarry operation within Durham County. <br />The Orange County portion of the quarry contains 242 acres of leased lands and lands owned in <br />fee simple by Hanson Aggregates. At present nineteen acres of this area are actively quarried <br />and another 80 acres are bonded for active quarry operational areas. The ultimate quarry pit <br />area, according to the permit on file with North Carolina Department of Environment and <br />Natural Resources (NCDENR), is intended to incorporate approximately 80 acres of land within <br />Orange County. <br />The current permit authorizing quarry operations expires on March 8, 2008. The looming <br />renewal question presents the quarry owners and Orange County an excellent opportunity to <br />address the SUP issue in a proactive manner. Durham County may review their SUP during the <br />renewal while Orange County will initiate its own new SUP review process. <br />15 <br />
