NC Highway 57 Speedway Area Small Area Plan <br />o New Businesses <br />✓ Businesses with low water usage could be welcomed. <br />Business complementary to the raceways could be acceptable. <br />✓ Storage facilities would be okay if traffic patterns or water usage do. not change. <br />✓ Recreation land uses might be acceptable so long as they do not generate off site <br />impacts. <br />o Water <br />✓ Water and the lack of good soils are major constraints for future development. <br />✓ The quarry is a probable source of water. problems. <br />® Future Vision <br />o Rural Character <br />✓ Development of emergency services, telephone and cable service, including the <br />availability of high -speed Internet services, to local residents shall be encouraged. <br />V. Extension of other services, especially water and sewer, is not encouraged due to <br />cost issues and other constraints. <br />✓ Commercial expansion opportunities shall be reconciled with the desire of local <br />residents to preserve and protect the rural character of the area and to improve <br />upon existing development to mitigate off -site impacts. <br />o Nuisances <br />✓ The need to address the identified nuisance issues, like litter and speeding, in a <br />comprehensive format should be reviewed. <br />✓ Commercial property owners shall identify ways to reduce off -site impacts from <br />identified non- residential activities. <br />✓ Programs to reduce noise from existing highway traffic and existing non- <br />residential operations are encouraged. <br />o New Business Opportunities <br />✓ There may be a need to expand non - residential land uses that supports existing, <br />outdoor recreational land uses and have low water use needs. <br />✓ Physical improvement to the Speedway or go -kart facilities should not create <br />more traffic congestion, trash and litter, nuisances, and noise. <br />✓ It is appropriate to allow additional development within the area that <br />complements existing, adjacent, land uses and to encourage new land uses that <br />would be appropriate based on preserving existing neighborhood aesthetics. <br />✓ If new businesses are brought to the area, then the County should work to attract <br />businesses that will not impact groundwater or septic system quality, would not <br />require the expansion of NC 57, would not create additional off -site impacts, is <br />respectful of the rural nature of the area, and complies with all environmental <br />rules. <br />✓ Re- development of existing non - residential property is encouraged when off -site <br />impacts are addressed. <br />7 <br />
