NC Highway 57 Speedway Area Small Area Plan <br />E. SMALL AREA PLAN TASK FORCE CHARGE <br />With the assistance of staff, the Task Force developed its own charge, which is presented in <br />Table 1. The Task Force Charge includes a listing of issues, a description of opportunities and <br />constraints, and a future vision for the Study Area. Some of the statements may appear to be <br />contradictory; but that is the dichotomy the Task Force was presented with — reconciling <br />commercial aspirations with neighborhood preferences. <br />Table 1. Issues, Concerns, and Identified Opportunities and Constraints. <br />® Issues and Concerns <br />o Development <br />✓ Area residents want more information on the Speedway. <br />✓ The County should work to keep things as they are. <br />✓ There is enough development within the area. <br />✓ More development will exacerbate existing problems. <br />✓ Residents are not interested in getting used to something new. <br />o Major Safety Hazards <br />✓ Noise and existing traffic are of great concern. <br />✓ Large trucks and R.V.s cannot access the existing commercial properties and have <br />to park along the highway. <br />✓ The Speedway, during race days, generates excessive traffic from the site. <br />✓ Speedway patrons often sped and litter the roadside. <br />o Soils <br />✓ Study Area soils do not percolate well. <br />o Speedway/Go-Karts <br />✓ Go -kart owners would like to see new business opportunities. <br />✓ Business owners should find out what would be acceptable and work to <br />accomplish those opportunities. <br />o Groundwater <br />✓ Water quality is a problem in the area. <br />✓ Well water is very bad and many wells have discoloration. <br />• Identified Opportunities and Constraints <br />o Traffic Improvements <br />Work within the existing NC 57 r.o.w. should address traffic flow problems. <br />✓ Widening NC 57 will be difficult because many well and septic systems are <br />located close to the road. <br />✓ Any road improvements should be on the developer's property. <br />ns <br />
