NC Highway 57 Speedway Area Small Area Plan <br />1. What are major Study Area issues? <br />2. What types of land uses are appropriate for the area? <br />3. Under what conditions could new residential and non - residential uses be established? <br />4. Under what conditions could existing non - residential land uses improve their facilities <br />and potentially become conforming activities per the Orange County Zoning Ordinance, <br />herein referred to as the Zoning Ordinance? <br />D. SCOPE OF THE PLAN <br />The scope of the Plan is to review the existing land use patterns and development regulations <br />within the Study Area and devise a set of proactive standards for future land use decisions within <br />this corridor. The Plan is also intended to review the existing non - residential developments <br />within the Study Area to identify possible improvements to these existing activities to both <br />address their conforming status, with respect to County regulations, and the off -site impacts <br />these uses generate. <br />The Plan analyzed existing conditions and made recommendations regarding: <br />1. Acceptable development trends and land uses within the area, <br />2. The need for additional community services and transportation issues and concerns, and <br />3. Issues surrounding existing non - conforming, non - residential land uses and their effect on <br />existing and future land use development patterns within the area. <br />Recommendations within the report attempt to balance existing development patterns within the <br />Study Area with local residents and property owner's concerns over the impacts existing, and <br />future, development within the area could have on identified issues. Special attention was given <br />to: <br />1. Ongoing traffic and access management concerns identified by local residents as a major <br />problem within the area <br />2. Concerns over water quality and quantity, <br />3. Noise and noxious odors, and <br />4. An appropriate level of additional residential and non - residential development to preserve <br />the existing quality of life within the area. <br />This Small Area Plan is intended to be a contributing component of the Orange County Land Use <br />Element of the Comprehensive Plan., The Comprehensive Plan outlines the overall development <br />philosophy for the County. The Small Area Plan applies the development goals and policies, <br />which are outlined within the Land Use Element, to a specific area and identifies how these goals <br />and policies are going to be implemented within the Study Area. <br />5 <br />
