8 <br /> Addendum to Application for Change of Zoning <br /> Lots : 1, 2 ,3 , most of lot 4 (acerage west of Lake Hogan Rd. ) , <br /> approx. 5 . 5 ac. of 5 & 5A, 24 , 25 , 31,& 31F <br /> Map 109 <br /> Lake Hogan Farms- Statement Of Justification For Rezoning <br /> (1. ) We find No error in the zoning ordinance. <br /> ( 2 . ) We do find there are changing conditions . Foremost, the <br /> Hogan family has a desire-to leave the dairy farm business. <br /> It has become harder and harder each year to make a profit <br /> in the dairy business . The Hogans also find that they can <br /> not sell their land to another dairy farmer and make <br /> anywhere close the amount per acre from a farmer as they can <br /> from a developer. Development of this property is inevitable <br /> as developments get closer and closer every day. <br /> (3 . ) The adopted Land Use Plan has designated this property <br /> as T-1 transition area. This means that it is slated for <br /> development for densities of 1 to 5 units per acre. Our <br /> rezoning request of a change from R-R to R-20 is in <br /> accordance with the Land Use Plan as it would allow a <br /> density of 2.178 units/acre density. <br /> (4-. ) The area south and east of our proposed development has <br /> usually been developed in small 20 to 50 acre tracts . We are <br /> proposing rezoning a much larger piece of land at one time <br /> to allow us to .properly plan a large master planned/ open <br /> space development. This allows the developer a considerable <br /> cost saving per lot in extending sewer approximately 4000 <br /> feet to the project. A smaller project would be forced to <br /> develop with septic systems and therefore would be forced to <br /> into 1 acre lot minimums. Open space planned developments <br /> would not be economically probable. Water has already been <br /> carried adjacent to Lake Hogan Farm Road by the Wexford <br /> development. Owasa has the ability with its current water <br /> and sewer treatment plants to service our project. We will <br /> have to extend lines at our cost. We have presented a letter <br /> from Carrboro Fire and Police Dept. ,the Carrboro Public <br /> Works Dept. as well as all the utility companies assuring <br /> services provision capabilities to our development. <br />
