Chapter 2: The Plan
IlThe: {Ghur -ton ,Street:'CorridoiflMan
,The US 70 / Cornelius Street Corridor Plan immediately followed the Churton Street Corridot "Plan,
which served as a basis for the work done by the US 70/ Cornelius Street Corridor. Task: Force. 'The
Task Force agreed from very early on the process to utilize the conceptual framework and design
suggestions in the, Churton Street Corridor Plan as building blocks for this plan. ..The two corridors share
many attributes and both represent major transportation routes in: Hillsborough. Where differences
became apparent, the task -force tailored their recommendations to specifically address concerns voiced
by residents and property owners in the 70 Corridor.
The, Churton Street, Corridor: Plan assumes significant development interest and the plan focused on
managing that intense pressure. The same -guidelines and recommendations can be applied within the 70
Corridor to help ensure that future development meets the standards of the town and surrounding
neighborhoods.
The Task Force applied similar analysis steps to both corridors. The focus was different in that
managing growth pressure was the primary concern along Churton Street while encouraging appropriate
development and raising the quality of development was the key concern along 70 Corridor.
ITJae'MrategioGrowth#PRIan
The Strategic, Growth'Plan, SGP, recommends jurisdictional changes based on Hillsborough's
anticipated water capacity and transportation constraints. The anticipated water capacity translates into
significant residential and non - residential development. „The plan recommends compact development
for efficient resource use. ,The second phase of the SGP will make specific land use recommendations
for the interior. The recommendations from the 70 Corridor, Plan will inform those future phases.
45
US 70/ Comelius Street Corridor Strategic Plan-2007
