2 <br />that will accomplish the essential elements of a comprehensive water resources program for <br />Orange County. <br />FINANCIAL IMPACT: There is no financial impact associated with the receipt of this report. <br />Please see the attached financial grid for the estimated cost of the staff resources and start-up <br />costs that would be needed for implementation of the proposal. In addition to the costs listed <br />on this grid, unknown factors might include the funding of monitoring wells, costs for special <br />water studies, and possible costs for data acquisition. These additional funding needs will <br />develop over the .course of the program's development and could be considered annually during <br />budget preparation. Currently, there is $50,000 in a FY 2006-07 reserve fund for a Water <br />Resources position. The Board however did not approve an FTE as part of the FY 2006-07 <br />budget. <br />RECOMMENDATION(S): The Manager recommends that the Board review the results of the <br />Work Group and subsequent Manager/staff discussions, and consider the attached Water <br />Resources Program proposal. <br />
