The mission of the Economic <br /> Deveiopment Commission is to encourage the expansion of existing <br /> businesses, investment in the County's human resources, and the <br /> creation of a climate for di versified and environmentally safe <br /> businesses to prosper. This focuses on providing jobs for our citizens <br /> and increasing the non-residential taxbase, to ultimately produce more <br /> tax dollars for the provision of appropriate County services. <br /> The Target Advisory Group, as a subcommittee of the Orange County <br /> Economic Development Commission has been asked to consider and <br /> investigate: <br /> 1) agricultural incentives and preferred locations, <br /> 2) review and revision of planning requirements, <br /> 3) location and types of business for Orange County, <br /> 4) making a local response team to greet and inform prospects, and <br /> 5) outlining an aggressive promotional campaign. <br /> Their work, and that of four other sUbemmattees, started in August <br /> 1989. The Target Advisory Group has considered and discussed their <br /> strategies, and forwards this Filial Report for your acceptance and <br /> implementation. <br /> 1) F_gricultural Incentives. -- In discussing possible solutions to <br /> regulations affecting the farnii.na industry, a group of people who made <br /> their living at farming felt that aoth. ng on the County level could be <br /> done to make any difference; arost policy decisions are made at the <br /> State and Federal level. The Target Advisory Group, therefore, does <br /> not forward any recramendation for County Commissioner action. <br /> 2) Review and Revision of Plan-ntna Re ,,Iirements -- The Economic <br /> Develo .nt Commission and the Orange County Planning Board have <br /> recently completed a major step by approving a Joint Planning Agreement <br /> to direct their staffs to work tog •ther on the following steps: <br /> identify and apply zoning and land u. a to promote business, <br /> - develop performance standards and project impact thresholds, <br /> - establish a cooperative planning process so that the EDC and the <br /> Planning staff are able to review projects and changes early, <br /> - review ways to streamline development approval processes by: <br /> ORANGE COUNTY ECONOMIC DEVELOPMENT COMMISSION <br /> P.O.
